3. A User Guide to Road Management Tools

This user guide gives an overview of selected tools for road infrastructure management, and explains how they can assist road authorities and contribute to road management. It captures, in a single document, important features of these tools, scattered around in various documents and on various websites. By providing easy access to basic information on these tools, the document intends to promote their use in the region. This overview document is aimed at politicians and high-level decision makers in road authorities and road agencies who may not always have the necessary technical background or time for in-depth study, but for whom a basic understanding of these tools may be desirable, if not essential. The manual is also intended as an introduction to first-time readers at the technical level. For these readers, this document provides sufficient information and the necessary context to guide them in selecting appropriate tools. It also strives to “wet their appetite” for a more in-depth study of these tools, which is a prerequisite for their application to real-life situations.

4. SSATP Annual Report 2007

The 2007 annual report which marks the end of the Long Term Development Plan (LTDP) that started in 2004. Over the past four years, Sub-Saharan Africa Transport Policy Program (SSATP) has become the lead program in facilitating transport policy dialogue and development among non-transport and transport sector stakeholders. Such success has reinforced the commitment of SSATP stakeholder in partner countries, the regional economic communities, donors and development agencies to ensure that transport strategies effectively contribute to poverty reduction, economic growth and regional integration. During 2007 the SSATP partnership expanded and now unites 35 countries, the regional economic communities, the main private sector transport associations and engages with civil society. There had been additional donor support with the return of United Kingdom to the program and a new donor, the African Development Bank. SSATP's continuous advocacy, during LTDP, on key policy issues, was effective in securing donor support for developing Africa's transport network. Furthermore, the regional economic communities continued to promote sound transport management along regional corridors. These efforts effectively contributed to sustaining transport networks and services, and improving interconnectivity within Africa. A major challenge in 2007 was the agreement of SSATP's second development plan (DP2) 2008-2011; the successor to LTDP. This was achieved through a participatory approach that involved all stakeholder constituencies to ensure SSATP remained relevant in a changing development environment. A wide debate confirmed that transport was still vital for economic growth and poverty reduction. DP2, therefore, will strengthen the promotion of sound policies and strategies for the provision of reliable, safe, clean, efficient and affordable transport.

6. Lessons of Corridor Performance Measurement

This paper presents the methodological lessons of several corridor performance measurement carried out in Africa. Based on current experience, the authors conclude that while road drovers'trip questionnaires may be useful, the core of monitoring activities should mostly rely on existing consolidated data (customs and port data) or limited surveys (freight forwarders, major trucking companies, truckers and transport unions), to benchmark corridor performance.

The Sub-Saharan Africa Transport Policy Program (SSATP) promotes the development and implementation of sound transport sector policies and strategies, through and with transport sector professionals in SSA, in support of sustainable economic growth and poverty reduction among its partner countries. SSATP is now planning its 2008-2011 Development Plan (DP-2), the second four-year cycle of the programmatic approach adopted in 2004 (2004-2007). The Long-term Development Plan (LTDP) was aimed at creating better awareness of the contribution of transport to poverty reduction and promoting a programmatic approach through convergence of program components. This document presents the proposed approach and implementation strategy for the upcoming period. The stated mission of the SSATP during the DP-2 will remain as under the LTDP-to facilitate policy development. The SSATP Development Program-phase 2-for the period 2008-2011 (DP-2) has been prepared to respond to the demands expressed by the 23 partner countries and supporting institutions, Regional Economic Community (RECs), as well as bilateral donors. This report concludes that to achieve the purpose of the DP-2, the SSATP will focus on three broad themes. (a) Comprehensive pro-poor and pro-growth transport sector strategies (b) The results will deliver effective institutional and financial arrangements adopted for safe, reliable, efficient, and affordable road transport services and infrastructure by the end of the plan (c) Improving transit transport along selected corridors.

9. A Methodology for Rapid Assessment of Rural Transport Services
A methodology for the rapid acquisition of the key understanding required for informed transport planning

Rural transport services are often inadequate. Passenger and goods transport needs improving to stimulate rural economies and reduce poverty. Understanding existing rural transport systems and constraining factors is a precondition for appropriate policy action. The Sub-Saharan Africa Transport Policy Program (SSATP) commissioned a study to develop and test a methodology for the rapid assessment of rural transport systems. The guidelines specified passenger and freight transport for distances of 5-200 km, encompassing much rural transport, but excluding within-village transport, long-distance national transport and international corridors. Rural transport systems operate on hub and spoke systems at several levels. Key rural hubs are provincial/regional towns, market/district towns and villages. The various spokes and hubs have characteristic combinations of transport, including trucks, buses, minibuses, pickups and intermediate means of transport (IMTs). The smallest spokes are footpaths while national spokes form transport corridors. The methodology surveys transport types, operators, users and regulators at sampled hubs and spokes, stratified by hub hierarchy and remoteness. This provides a rapid overview of rural transport systems, highlighting key constraints, stakeholder views and proposals for improvements. This document contains practical advice relating to local observations, interview techniques, survey opportunities and traffic counts. Illustrative data forms and check lists of possible topics are provided, for modification according to local needs.
